Christine Negroni: Beijing to EU, Did Somebody Say Trade War?

There's something about the frequency with which the expression, "trade war" was used this week at the meeting of the International Air Transport Association, that led me to believe this particular form of saber rattling was 100 percent intentional.

Of all the issues troubling the world's airlines, the unilateral imposition of an emission tax scheme by the European Union seems to be the one razzing them the most. "The extra-territorial EU Emissions Trading Scheme is not a stepping stone on the way", to a comprehensive policy for dealing with airplane emissions," Tony Tyler, the association's director general said in a speech at the meeting. "It's a polarizing obstacle that is preventing real progress."

China, host to this year's get-together of more than 700 commercial aviation executives, has in fact already fired a shot followed by a second shot this week in the "trade war" the airline association says it is trying so hard to avoid.

China cancelled orders for $14 billion worth of Airbus airliners in March, Reuters reported, targeting specifically the purchase of 55 large widebodies capable of servicing routes from China to Europe. Then even as Tyler was still in Beijing the China Air Transport Association warned the Europeans if the government there even tries to penalize China for failing to comply with the emmissions regulations, it will impound European airliners on Chinese soil.

It doesn't take a degree in political science or economics to see what the game is here; put pressure on the European lawmakers by pressuring their own plane makers and airlines. Well played.

The larger strategy has IATA touting a resistance movement it calls the "coalition of the unwilling", which consists of a group of 30 united in common opposition to the EU's plan to begin charging an emission tax in April 2013.

Airlines are whining, begging, pleading, politicking, lobbying and yes, even threatening the EU to hold off until the International Civil Aviation Organization has time to discuss the subject on a global level.

Here's the problem. ICAO won't meet until September 2013, five months after the EU collection goes into effect. ICAO may be many things but nimble it is not. One can hardly blame the Europeans or the Chinese any other nation for not wanting to wait around for ICAO to take the lead.

What makes any emissions tax questionable is that other factors are likely to be more effective in incentivizing airlines to go green; 1) the price of fuel and 2) the financing of airplanes.

As jumbo-sized consumers of gas, any airline that can afford to buy more efficient airplanes is already doing so. Thanks to new airline financing, more airlines can afford to.? Carriers in the developing world that used to fly gas-guzzling, first world cast-offs don't need to do that anymore.

If environmentally conscious government leaders want to get ahead of the curve on a soon-to-be-pressing issue, they'll leave airplane emissions to the industry to solve and turn their attention to making sure there is a responsible plan for handling those discarded airliners. There could be many thousands of them in the bin, very shortly.

The airline industry makes much of its role as an engine of economic growth. IATA made that point repeatedly this week in booming China's capital city of Beijing, one of the most polluted cities in the world.

The smog here, sometimes thick enough to ground airplanes, is not the fault of aviation, it's due to automobiles and factories. But it is a stop-and take-a-breath-reminder that economic development must be done right. That's a lesson for every industry and every government regulator as well.

A Chat With the Filmmaker Behind ?Veggie Propaganda? | GoodVeg ...

A new, short film has been making the rounds on YouTube and Vimeo lately, called ?Veggie Propaganda.?

Filmmaker/animator Kristen Palana,?35 year-old mother of two and an Associate Professor of Digital Media at The American University of Rome in Rome, Italy, crafted the four-years-in-the-making piece specifically for a web audience, in hopes that the piece, which combines sing-song animation with a serious message, will inspire people to think more about both animals and the food choices they make.

First, check out the film and then settle in for the Q&A with Kristen that follows.

GoodVeg:?What inspired you to make this piece? Are you vegetarian or vegan?

KP: Am I vegetarian or vegan? Neither. Wait? Come back! I can explain.

I?ve been an on-and-off vegetarian since the age of twelve. (I?m now a 35 year-old mother of two and an Associate Professor of Digital Media at The American University of Rome in Rome, Italy.)

I?m currently a ?flexitarian? (someone who eats a mostly vegetarian diet) who aspires to be a vegetarian again who aspires to be a vegan. My last good vegetarian streak was from 2003-2009. Along the way the person I thought least likely in the world to ever become a vegetarian, my German husband, joined me for three glorious years. In 2008 I began to write and rewrite what was then called ?Vegetarian Propaganda.? A year later I was pregnant with our first son and we had every intention of becoming a vegetarian family (much to the dismay of our American and German relatives I might add.)

Enter a very old-fashioned doctor and complications in the later part of my pregnancy. To make a long story short, because I was retaining too much fluid, she felt that only protein ?would soak it up.? Apparently the vegetarian sources of protein I ate every day were not good enough for her. She told me that if I did not eat meat literally three times a day my ?unborn baby could DIE.? I thought she was wrong and certainly if we lived in the U.S. I could have gotten another doctor. However in Italy, doctors who speak English are harder to come by so I stuck with her. I begrudgingly started eating meat again and in the process my husband fell off the wagon. By the way, her diet did not even end up working.

We did go back to eating mostly meatless meals, but we?ve found that with two babies under the age of three, it?s harder to make easy meatless meals when so many of the ingredients and products we enjoyed back home in the U.S. are harder to come by here in Italy. That said, we are slowly getting back on track and I fully expect to be a vegetarian again within the next year. I?m currently restricted from eating wheat and dairy products at the moment because my 6 month-old son is nursing and has a sensitivity to them.

I was inspired to make ?Veggie Propaganda? because people have always asked me about my food choices and I wanted to give them a peek inside my mind and try to explain my views in a fun, entertaining, and non-judgmental way.

GV:?How did you connect with the band that performed the music?

KP:?Steve Rittler is the leader of The Penultimate and was a graduate student studying Computer Graphics and Interactive Media at Pratt Institute in Brooklyn, NY. with me back in 1998. We became good friends and then colleagues together in the Art Department at William Paterson University of New Jersey.

I got to see him and his partner Camille Cauti during a visit in 2009 and they played me some of their band?s music. Right then and there I knew it was the sound I wanted for ?Veggie Propaganda!? I recorded a horribly embarrassing first draft of the ?Veggie Song? for them and they made it a thousand times better. They also added two minutes to the film but after hearing their take on the song, I was so in love with it, I altered my visuals to accommodate their audio.

?Veggie Propaganda? fun fact: The Penultimate band members are all omnivores, though report eating less meat and more veggies after collaborating on this project.

GV:?Why did you choose animation to relate this message?

KP:?Animation is one of those mediums that everyone can relate to. It also allows you to create things that do not exist in reality like a pig jumping sausage rope in a bacon rainstorm. When you personify a distraught-looking lobster about to go in a pot of boiling water, the audience can identify with him more as opposed to a video of a live lobster about to go in a pot. I also love animation because I used to study painting back in the day at The Massachusetts College of Art and Design in Boston and the medium allows my love for still imagery, narrative painting, and color psychology to come through.

I think my animated movements and skills could still be better though and so sometimes I have to rely on rotoscoping (animating over video) so that the characters? movements are correct and therefore not distracting from the overall message of the film.

GV:?How long did it take to put this together??

KP:?I started writing it in 2008 and I really wanted to strike just the right tone. Basically my main target audience was average everyday meat-eaters and I didn?t want the film to be too heavy-handed or militant. Some meat-eaters complain that they feel judged in the presence of vegetarians and vegans and can get highly defensive and try to block ?propaganda? messages out. I then rewrote the film no less than three times trying to get the tone right and I?m still not sure if I succeeded, though I?ve gotten positive feedback so far from meat-eaters and vegans. For me that is a win.

Finally in 2010 the song was ready and I began the actual animating. It didn?t all come together until about September of 2011. It seems like a long time, but I normally have several projects going on at once and so if I am having trouble with one, I just work on another and let the others simmer on the back-burner until I?m ready to take them on again.

GV:?Why did you decide to call it ?Veggie Propaganda??

KP:?It was originally called ?Vegetarian Propaganda?, but after having to eat meat again I didn?t feel like I could call it that anymore. Considering that the message of the film was always about the benefits of eating less meat, ?Veggie Propaganda? seemed to be better anyway. I used the term ?Propaganda? because it?s a word that meat-eaters use a lot to describe any messages that seek to ?convert? them. I wanted to have fun with the concept of ?propaganda? so I incorporated hypnotic carrots, tomato pendulums, and marching celery. It?s essentially a propaganda message with a sense of humor and doesn?t take itself too seriously.

GV:?What to you hope people will do after viewing the film?

KP:?I hope they will see animals in a different light and realize how much power individuals have through simple food choices to make things better for animals, their own health, their finances, and the planet. I also hope that they will share the film so that it can find its true audience. It has screened at festivals in North America, Asia, and Europe and won several awards, but I created the film with a web audience in mind.

GV:?Do you plan on making more films like this? What will the subject matter be?

KP:?Yes. Animation is like meditation to me. I just love the process of chipping away at a big project each week. I?m currently doing pre-production for a short animation called ?This Too Shall Pass? (working title.) It?s about this strange present reality I find myself in where my small children think I am the greatest person in the world and need so much from me. This is a wonderful and yet exhausting time in my life which also comes with frustrations. I?m trying to capture the positives and negatives of this moment in my life and also the transient and fleeting nature of it. It actually has a lot of similar themes as a film I made in 2008 called ?Larry and Roz? about my grandparents? first meeting and their six-decade relationship.

'Dark Knight Rises' Trailer: Batman Isn't Afraid, He's Angry

Bane disturbs, Catwoman flips out and other key scenes from new clip.

With "The Dark Knight Rises" so close and scalpers asking for upwards of $150 for tickets, anticipation for the conclusion to Christopher Nolan's Batman trilogy just reached a fever pitch, and now a new trailer has debuted on a Nokia mobile app, showing off new footage and effectively pushing us past our maximum capacity for excitement.

Warning: The article contains minor spoilers.

Here are five key scenes from the new "Dark Knight Rises" trailer:

An Army Rising
It was never a secret that Bane intended to amass an army once he reached Gotham City, since most of the ad campaigns have focused on the final, epic battle between the mercenaries and the police. The new shot featured in the trailer, however, showing a full-fledged army storming the streets of Gotham, gives a better sense of the scale of the uprising. This is going to be a war — not just a big fist fight. Bane actually does have an army at his command, and they're sacking Gotham, as another villainous group had once discussed doing.

'I'm Not Afraid. I'm Angry.'
In the last trailer, Selina Kyle suggested that John Blake should be as afraid of Bane as she is. Bruce, on the other hand, is not taking her advice. With so much of the promotional material focusing on what's new to "The Dark Knight Rises," Batman gets a little lost in the shuffle. This single line gives us an interesting insight into the mind of Bruce, something that has pretty much remained a mystery. Bane blows stuff up, and Selina Kyle steals things, but what's going on with the Batman?

'Mr. Wayne'
Given that Bane has been seen parading around with Batman's shattered mask in his hands in numerous teasers and trailers gone by, it makes sense that the venom-fueled terrorist would eventually learn the Caped Crusader's secret identity. Still, hearing Bane utter the words "Mr. Wayne" accomplishes the goal of sending shivers directly down the viewers' spine. This monstrosity of a man knows Bruce's greatest secret, and he'll wield that information with the same painful precision we assume he'll bring down upon our hero's back later in the film.

Catwoman Flips
This might not be so relevant to the story, but Selina Kyle does a backflip ... out of sight ... in a maid's outfit. In the battle to make Anne Hathaway's Catwoman a more imposing and badass character, the backflip certainly helps her case. She's come a long way since the day when the Internet openly mocked her costume design. Now she's fighting alongside Batman, stealing Ferraris and backflipping in a maid's outfit. Touché, Catwoman. Touché.

Laughter's Worth a Penny
"Don't worry, Master Wayne. It takes a little time to get back into the swing of things," loyal butler Alfred Pennyworth cheerfully tells Bruce, whose car has just been lifted by Selina Kyle, at the trailer's conclusion. A lot has changed in Gotham City in the years since "The Dark Knight," but it's nice to see that some things nev-ah change, like Michael Caine's bubbly British disposition. With all the darkness shrouding "Rises," it's comforting that Caine is still here to shine some light on the proceedings.

Communications Data Bill is suffering from a communications ...

The UK government has not approached Facebook about whether the social-networking company will have to provide information about user communications under the proposed Communciations Data Bill.

This inaction highlights the huge challenge the bill poses for internet service providers, and other UK businesses.

Facebook provides webmail and instant messaging services, and has over 31 million users in the UK - communications services in most people's eyes. Yet the government has chosen not to approach Facebook about what obligations it may face under the so-called'Snoopers' Charter': it has not been contacted either officially or unofficially by the government about whether it will be classed as a 'communications services provider' under the proposed law, Facebook director of public policy Richard Allan told ZDNet UK at an event in parliament on Thursday.

"We need to look at [the bill], and we need to figure out what's going on." said Allan. "We genuinely haven't seen anything [from the government] before today."

It's an interesting move on the government's behalf, given the question of jurisdiction. Facebook's EMEA headquarters is in Dublin, and messaging data from Facebook Mail and Chat could be held in one of a number of datacentres around the world, leaving the company outside of the bill's UK jurisdiction. Facebook would be well within its rights to answer any UK police request for communications data made under the legislation with a polite but firm denial on the grounds of cost.

It is also interesting that Allan made his comments an event held by Julian Huppert, one of the MPs leading the charge against the bill, and attended by a number of civil rights organisations, indicating that Facebook is at least curious about the civil liberties implications of the legislation.

Should Facebook feel the privacy burden of complying with the bill too great, it already has a get-out through the jurisdiction issue, as do almost all of the biggest companies who provide what are de facto communications platforms: Google, Twitter, World of Warcraft to name but three.

This leaves the UK's internet service providers, firmly and undeniably within the UK's jurisdiction, carrying the burden for the government's plans. Yet the government has been reticent in officially talking to them too about the plans and the trade body representing ISPs, the ISPA, has since come out against the legislation.

Businesses too could see themselves forced to monitor communications under the bill.

This could see businesses having to not only retain communications data in an accessible form, but also assist the police, intelligence services, and HMRC in data-mining operations. Yet, seemingly, no overtures have been made to businesses about their potential obligations as communications service providers, nor conversely has the government tried to reassure them that they will not be classified in this way and fall under the bill's remit.

For a bill devoted to communications, there has been precious little communication from the government, with Facebook, ISPs and businesses not officially consulted on the plans. And it shows: it will be painfully easy for those with an interest in hiding their communications or avoiding their duties under the bill to use simple methods, such as encryption and anonymisation technologies, in order to do so.

This is clearly an unpopular piece of legislation, and the government seems to know it. Why try to reach out to interested parties to build consensus around the legislation, when none can be built?

In time-honoured tradition, the government opted to have a veneer of communication with a consultation about communications data, then ignored all views that didn't chime with its own. Facebook being left out of the loop not only throws into sharp relief the burden that will fall on ISPs, but also the government's apparent disregard for the views of civil society over the Communications Data Bill.

(AP) ? Ann Rutherford, the demure brunette actress who played the sweetheart in the long-running Andy Hardy series and Scarlett O'Hara's youngest sister in "Gone With the Wind," has died. She was 94.

A close friend, Anne Jeffreys, said she was at Rutherford's side when the actress died Monday evening at home in Beverly Hills. Rutherford died of heart problems and had been ill for several months, Jeffreys said.

"She was a dear person, a very funny lady, wonderful heart, was always trying to do things for people," said Jeffreys, a leading lady of many films of the 1940s and a star of the 1950s TV sitcom "Topper."

Rutherford was a frequent guest at "Gone With the Wind" celebrations in Georgia and, as one of the few remaining actors from the movie, continued to attract fans from around the world, Jeffreys said.

"She loved it. It really stimulated the last years of her life, because she got thousands of emails from fans," Jeffreys said. "She was in great demand."

She was also known for the Andy Hardy series, a hugely popular string of comical, sentimental films, that starred Lewis Stone as a small-town judge and Mickey Rooney as his spirited teenage son.

Rutherford first appeared in the second film of the series, "You're Only Young Once," in 1938, and she went on 11 more. She played Polly Benedict, the ever-faithful girlfriend that Andy always returned to, no matter what other, more glamorous girl had temporarily caught his eye. (Among the other girls: Judy Garland and Lana Turner.)

It was said she won the part of Carreen ? the youngest of the three O'Hara sisters in "Gone With the Wind" ? because Judy Garland was filming "The Wizard of Oz."

Rutherford told the Times in 2010 that MGM head Louis B. Mayer was going to refuse her the role, calling it "a nothing part." But Rutherford, who was a fan of the novel, uncharacteristically burst into tears and he relented.

Rutherford plays the sister who, early in the film, begs to be allowed to go to the ball at Ashley Wilkes' plantation. "Oh, Mother, can't I stay up for the ball tomorrow? ... I'm 13 now," she says in a sweet voice.

In 1989, she was one of 10 surviving "GWTW" cast members who gathered in Atlanta for the celebration of the film's 50th anniversary.

"Anyone who had read the book sensed they were into something that would belong to the ages, and everyone was in a frenzy to read the book," she said.

"The specialness of this is with each generation of young people who are touched by 'Gone With the Wind,'" she said. "As long as there are little children, there will always be a Mickey Mouse. ... On an adult version, 'Gone With the Wind' does that."

Rutherford concurred with other cast members that no matter what else they had done, "Our obituary will say we were in 'Gone With the Wind' and we'll be proud of it."

In a 1969 Los Angeles Times interview, she lamented that the "permissive generation" of the 1960s wasn't getting the old-fashioned parenting that the fictional Andy Hardy got.

"Someday someone will have to sit down with today's youth and give them a man-to-man talk," she said.

She also joked that "my life has reached the point where I'm now 'camp.'"

Rutherford was born in 1917, according to the voter records reviewed by The Associated Press. Some sources give other dates. The daughter of an opera tenor and an actress, she began performing on the stage as a child.

She launched her movie career in Westerns while still in her teens, often appearing with singing cowboy hero Gene Autry and sometimes with John Wayne.

She joined MGM in 1937, playing a variety of roles for several years before leaving the studio to freelance.

Among her other films: "Whistling in the Dark," with Red Skelton, 1941, and its two sequels, "Whistling in Dixie" and "Whistling in Brooklyn"; "Orchestra Wives," with bandleader Glenn Miller, 1942; and "The Secret Life of Walter Mitty," with Danny Kaye, 1947.

She largely retired from the screen in 1950, but appeared in a couple of films in the 1970s, "They Only Kill Their Masters," 1972, and "Won Ton Ton ? The Dog Who Saved Hollywood," 1976.

Her first marriage, to David May in 1942, ended in divorce; they had two children. In 1953, she married producer William Dozier, a union that lasted until his death in 1991. He was best known as the producer of the "Batman" TV series.

Vivien Leigh, who played Scarlett O'Hara, died in 1967. Evelyn Keyes, who played the middle O'Hara sister, Suellen, died in July 2008.

Rutherford recalled that the night of the "Gone With the Wind" premiere in Atlanta, author Margaret Mitchell invited the cast, including Leigh and co-star Clark Gable, to her home for scrambled eggs. Gable and Mitchell disappeared.

"Clark Gable and Margaret were hiding in the bathroom, Clark on the edge of the tub and Margaret you know where, just talking," she chuckled. "They had to get away from the photographers."

Although it's long been suspected that human activity has greatly contributed to environmental stress, it's only recently that science has begun to show just how great a role that activity is playing.

In an article published in the journal Nature Climate Change, Michigan State University's Thomas Dietz and his colleague, Eugene Rosa of Washington State University, take a critical look at the various factors that have long been prime climate-change suspects. One in particular: The role of population growth.

"How does population growth influence greenhouse gas emissions?" Dietz asks. "Well, in looking at most nations of the world during the last few decades we find that for each 1 percent increase in population, we get a bit more than a 1 percent increase in emissions."

And with the Earth's population projected to reach 10 billion by the end of this century, "it unquestionably will add to the stress we place on the planet," Dietz said.

Until recently, climate-change debate had focused on whether it was brought about by human activity. Recently that debate has shifted to what sorts of activities are creating it.

"No single factor acts independently of the others," said Dietz, a professor of sociology and environmental science and policy, and assistant vice president for environmental research. "The effect of population size depends on consumption; the effects of consumption depend on how many people are consuming at that level."

Another factor that has sparked climate-change debate focuses on how affluent a nation is. On one hand it's argued that more affluent nations use more resources, thus creating more emissions.

On the other hand, citizens of more affluent nations tend to be more socially conscious and are willing to work and pay for a cleaner environment.

"For example," Dietz said, "increased use of electricity generated by renewable sources that do not emit greenhouse gases might partially or wholly compensate for the tendency toward increased emissions that come with increased affluence."

Dietz and Rosa write that they are not optimistic about the future, calling the paper they did "sobering."

"The population and economic growth that can be anticipated in coming decades will tend to push emissions substantially upward," they wrote.

The only possible saving grace, they say, is improved technology and changes in the way humans use resources.

"However, these changes will need to be huge because they must counter substantial increases in scale coming from population growth and especially increasing affluence."

Spain could ask for bank bailout this weekend

MADRID (AP) ? Spain could ask for a rescue of its struggling banks this weekend and one official said the bailout package could be as large as ?80 billion ($100 billion) as European finance ministers prepared for the possibility they might have to step up to save yet another country suffering through Europe's debt crisis.

Pressure is mounting on Madrid to ask for help in propping up its banks struggling with by toxic real estate loans and assets. If it does seek a bailout, it would become the fourth member of the 17-nation eurozone to get outside help since the continent's debt crisis erupted two years ago.

Investors and politicians are become increasingly concerned that Spain might not be able to find the money to prop its ailing banks by itself. As a conference call of finance ministers of the countries that use the euro ended Saturday evening, a consensus seemed to be developing that Spain needs help and fast. But the amount of any rescue was still in question. As the call drew to a close Saturday evening, Spain's Economy Ministry said the minister would speak to reporters.

A new report from the International Monetary Fund estimated Spanish banks need a recapitalization injection of at least ?40 billion ($50 billion) following a stress test it performed on the country's financial sector. That report came out early Saturday, three days ahead of schedule, underscoring the urgency of the situation.

Swedish Prime Minister Fredrik Reinfeldt, whose country does not use the euro and thus was not on the call, said there was talk of handing over as much as ?80 billion. Others have said even more ? up to ?100 billion ? is needed.

Reinfeldt, who spoke with national broadcaster Swedish Radio ahead of the afternoon conference call, called the situation "serious."

"In reality, we're talking about one of the greatest financial rescue operations the world has seen," he said.

Spain, as of Saturday afternoon, had not asked for help, "but we want to prepare if the call comes," said Guy Schuller, a spokesman for Luxembourg Prime Minister Jean-Claude Juncker, who chairs the meetings of eurozone finance ministers. Spanish officials neither confirmed nor denied a request for a bailout was imminent

A phone call earlier in the day among senior officials ended without a request from Spain, an EU official said. He spoke on condition of anonymity because he was not authorized to release the information.

Spain's Development Minister, Ana Pastor, did not tell reporters Saturday whether the country would ask for a bailout but said: "What we're working on at the moment is the recapitalization of the financial entities that need it, nothing else."

While Spain has said it is waiting for two independent audits ? due by June 21 ? before requesting a bailout, pressure is mounting on the country to act faster.

"The solution will have to be found quickly," Juncker told German public radio station Deutschlandradio.

In an interview published Saturday, the head of Germany's central bank, Jens Weidmann, called on Spain to tap Europe's bailout fund, the EFSF, to prop up its banks.

"If Spain is overwhelmed by the financing need, it should use the instruments created for that case," he was quoted as telling Germany's Welt am Sonntag paper. "The motto cannot be to avoid using the rescue fund at all costs."

If it does request a bailout, Spain would become the fourth eurozone country to do so since the continent's debt crisis touched off two years ago. The three countries that have received rescues thus far ? Greece, Ireland and Portugal ? are fairly small, and many have worried that bailing out much-larger Spain could call the entire euro project into question. Cyprus, also a small economy, could also be forced to seek a bailout soon.

While Spain's government seems fairly resigned to asking for help, the big question remains how much its banks need, with estimates ranging between the IMF's own ?40 billion to as much as ?100 billon. The size is important because the rescue, if asked for, must be big enough to make it credible but not so big that investors worry Spain won't be able to pay it back.

Investor doubts about a country's ability to maintain its debts can lead to higher borrowing costs, which in turn undermine the government's ability to finance itself. That's what pushed Greece, Ireland and Portugal to take bailouts.

But Spain itself is generally considered too big to rescue. Spain's economy is bigger than those of the three previous eurozone countries that sought bailouts combined.

Spain initially tried to get European leaders to directly funnel aid to the banks so the government wouldn't have to ask for it and suffer the stigma of being lumped in with the other countries that asked for outside help.

Germany, Europe's paymaster, dashed that idea. So Spain is trying for a "light" form of a bailout only for its banks under a measure approved by Europe last July. That allows the European Union to lend money for the purpose of recapitalizing banks in countries not already receiving bailouts.

The rules say the money has to be funneled through the government. But conditions attached to the bailout would not have to be as over-arching as those attached to bailouts of government finances.

Spain was hit Thursday with a downgrade of its credit rating to just two notches above junk by credit rating agency Fitch, which estimated Spanish banks may need as much as ?100 billion ($124.7 billion). Then on Friday, Moody's Investor Services warned it could downgrade Spain and other countries in the eurozone.

Moody's said Spain's banking problem is largely confined to that country and not likely to spill over to other eurozone nations, with the exception of Italy ? where the European Central Bank has already stepped in to buy government bonds as a way to help lower the country's borrowing costs.

Spain has been criticized for being too slow to set out a roadmap to resolve its problem. European business leaders and analysts have stressed that Spain must find a solution quickly so that it is not caught up in any market turmoil sparked by the Greek elections on June 17. There are concerns that anti-bailout left-wing party Syriza could become the largest party in the Greek parliament, putting the country's membership in the eurozone at risk.

But others said it's more important for Spain to correctly assess how to shore up its banking system than it is to hurry into a bailout ahead of the Greek elections.

If Spain doesn't get a request for outside help right the first time, "then you are in second bailout territory," said Mark Miller, an analyst with Capital Economics in London.

Working in Spain's favor is the fact that its public debt is actually quite low, at 68.5 percent of its gross domestic product at the end of 2011.

Its debt is predicted to hit 78 percent by the end of the year, but even that figure would be below the debt-to-GDP ratios of Europe's strongest economy, Germany, which is at 82 percent.

But Spain's in its second recession in three years, with unemployment at nearly 25 percent and little hope for improvement this year. Prime Minister Mariano Rajoy's government has imposed a wave of austerity measures since he took office in December that have raised taxes, made it cheaper to hire and fire workers and cut government funding for education and health care.

(AP) ? Spain could ask for a rescue of its struggling banks this weekend when European finance ministers hold an emergency conference call Saturday to discuss the country's financial problems, a move that would make it the fourth member of the 17-nation eurozone to seek outside help since the continent's debt crisis erupted two years ago.

The ministers will discuss a potential rescue package for Spain as pressure mounted on the country to prop up the banks hurt by toxic assets after a property boom went bust.

A new report from the International Monetary Fund estimated Spanish banks need a recapitalization injection of at least ?40 billion ($50 billion) following a stress test it performed on the country's financial sector. That report came out early Saturday, three days ahead of schedule, underscoring the urgency of the situation.

Spain, as of early Saturday afternoon, had not asked for help, "but we want to prepare if the call comes," said Guy Schuller, a spokesman for Luxembourg Prime Minister Jean-Claude Juncker, who chairs the meetings of eurozone finance ministers. Spanish officials neither confirmed nor denied a request for a bailout was imminent

A phone call among senior officials Saturday morning meant to prepare the finance ministers' call ended without a formal request from Spain, an EU official said. He spoke on condition of anonymity because he was not authorized to release the information.

Spain's Development Minister, Ana Pastor, did not tell reporters Saturday whether the country would ask for a bailout but said: "What we're working on at the moment is the recapitalization of the financial entities that need it, nothing else."

While Spain has said it is waiting for two independent audits ? due by June 21 ? before requesting a bailout, pressure is mounting on the country to act faster.

"The solution will have to be found quickly," Juncker told German public radio station Deutschlandradio.

In an interview published Saturday, the head of Germany's central bank, Jens Weidmann, called on Spain to tap Europe's bailout fund, the EFSF, to prop up its banks.

"If Spain is overwhelmed by the financing need, it should use the instruments created for that case," he was quoted as telling Germany's Welt am Sonntag paper. "The motto cannot be to avoid using the rescue fund at all costs."

If it does request a bailout, Spain would become the fourth eurozone country to do so since the continent's debt crisis touched off two years ago. The three countries that have received rescues thus far ? Greece, Ireland and Portugal ? are fairly small, and many have worried that bailing out much-larger Spain could call the entire euro project into question. Cyprus, also a small economy, could also be forced to seek a bailout soon.

While Spain's government seems fairly resigned to asking for help, the big question remains how much its banks need, with estimates ranging between the IMF's own ?40 billion to as much as ?100 billon. The size is important because the rescue, if asked for, must be big enough to make it credible but not so big that investors worry Spain won't be able to pay it back.
